This is a PDF copy of the official handbook of the "Divine Province" [sic] sovereign-citizen group led by James McBride (or "Jaemes McBride") of Ohio, ca. 2008-2013.
"Divine Province" was a superficially religious organization headed by McBride which espoused an antisemitic sovereign-citizen ideology, primarily in furtherance of tax avoidance or evasion. Like many sovereign-citizen groups, it actively promoted the filing of meaningless, nonsensical pseudo-legal documents with local government officials, a practice commonly referred to (outside of these circles) as "paper terrorism".
After McBride was convicted in 2014 of selling fake IDs, the group fell into disarray, and eventually disappeared from the web, and probably the world, in 2015.
There may have been multiple revisions of the Divine Province manual; this one is 825 pages (824 numbered) and is believed to date to late 2013.
Also in this item are several "Writs Per Ciruam Divina" filed by Divine Province members, and a few related samples of such "paper terrorism", saved from the group's website (divineprovince.org) in 2013.

Subject: What a Joke!
Early 19th century text books spoke of all the citizens of the United States of America as being sovereign citizens. This definition means that all laws are created by, and executed by, representatives elected by the citizens. The definition NEVER stated nor implied that any citizen of the country was or is above those laws. This document was written by someone who has no understanding of the rights and responsibilities of a citizen. If people want to renounce their citizenship, they need to find a country that will take them in.
